GENDER & COMMUNITY BASED SERVICES

Introduction

This chapter shows statistics on marginalized groups or communities. The mandate of the department is to promote social protection and promotion of human rights as well as empowering these groups.

General Community Development Issues

The Community Based services sector is one of the major sectors in the district and is composed of;

 Probation Youth, Children and Social welfare

 Gender, Culture and Community Development

 Disability and Elderly

 Labour and Industrial Relations

The District has several community development groups. These include youth groups, women groups, civil society organisations, FAL study groups and cultural groups.

Probation, OVCs and Child Protection Issues

 

Orphan hood status

In Uganda, an Orphan is defined as a child less than 18 years who has lost one or both parents. Parent’s survival has a strong bearing on welfare of the children because children are dependant on their parent and other adult to support them.

 

5.6 percent of the orphans lost their mothers.

15.8 percent lost their fathers

21.4 percent lost both parents.

Number of elderly persons by sex

The elderly are referred to as persons aged 60 years and above irrespective of their demographic and other socio-economic characteristics. The constitution of Uganda calls for reasonable provision for the welfare and maintenance of the aged.

Situation of OVC

Total number of OVCs: 27323 (16.3% is the percentage of OVC children in Kibaale district)

  • Orphans constitute 21.4% (5847) of OVCs.

 Other categories of OVCs include:

- Child mothers aged 12-17 years: 13,209

- Child labourers: 7,173

 

- Children with disability: 268

- Children heading households: 826

Youth and Culture

Crime

  • Kibaale Police handles 20 cases of crime per month making it 140 cases in a year
  • Kibaale Police handles 52 cases on average of theft per month making it 624 cases in a year
  • Kibaale Police handles 8 cases of defilement per month making it 96 in a year
  • Kibaale Police handles 24 cases of land disputes per month making it 288 cases per year.
  • In FY 2016/17 there was no rape case handled by Kibaale Police station.

Conclusion: The Community Based services sector is one of the major sectors in the district and is composed of; Probation, youth, children and social welfare, gender, culture and community development ,disability and elderly labour and industrial relations. There appears to be no recent survey conducted on women’s emancipation and the status of the elderly in the district
