Works and Technical

      Introduction

The Works Department comprises of two sections (Roads and Technical Services and that of Rural Water and Sanitation). The sector further has to ensure proper quality in design, construction, inspection and maintenance of all Local Administration building structures. The national roads are developed and maintained by the Ministry of Works and Transport. The District Local Government maintains district roads while Community access roads are the responsibility of the Lower Local Governments. This section presents selected statistics on work services delivery.

Roads

The District has a total of approximately 112Kms of trunk roads, 188Kms of feeder roads and 872Kms of community roads. The district is in charge of maintaining the condition of Feeder roads whereas Sub-Counties maintain community roads. The Uganda National Roads Authority (UNRA) is in charge of maintaining Trunk roads.

§ Roads by grade, Length and condition

There are several categories of road networks including Trunk roads managed by the Central Government, Feeder roads managed by the District and Town councils, and community roads are maintained by community members.

Mechanical (vehicles and plants)

 

This is the section under works and technical services which is responsible for the maintenance and custody of the district vehicles and motorcycles. There are departments without official vehicles like Auditing, Administration, Natural Resources, Community, Finance department and statutory bodies like Public Service Commission, Local Government Public Accounts Committee, Procurement and Disposal Unit.

Conclusion:

The works and technical services department comprises the roads and engineering sector plus the water sector. Trunk roads, feeder roads, and community roads characterise the road network in Kibaale. The central government is currently working on the construction of a tarmac road from Mubende district via Kibaale to Kagadi district. Most feeder roads and community roads in the district are not fully maintained as a result of inadequate local revenue and over reliance on central government transfers to fund maintenance and construction of these roads. The water department is still under staffed though safe water coverage in the district is at 71%.
